New York, Virginia, Savannah, and Charleston remain bound by overlapping federal, state, and local approvals, environmental reviews, and outdated maritime regulations never designed for alternative fuels. Even optimistic projections put operational U.S. hydrogen infrastructure closer to 2030. By then, Halifax will already be operational, experienced, and deeply embedded in global shipping networks.
