A Congressional Hearing Turns Tense as Financial Records Raise Questions for the Attorney General

WASHINGTON — What began as a routine congressional oversight hearing turned unexpectedly dramatic when Representative Ted Lieu confronted Attorney General Pam Bondi with a financial document that briefly halted proceedings and sent murmurs through the chamber.

According to lawmakers present, the moment came when Lieu displayed what he described as a bank receipt documenting a wire transfer totaling $847,000. The transfer, he said, had been executed late in the evening on February 3 and appeared to involve an account connected to entities previously referenced in investigations tied to convicted financier Jeffrey Epstein.

Lieu, a former military prosecutor who served in the U.S. Air Force’s Judge Advocate General’s Corps, approached the questioning methodically. Rather than framing his comments as accusations, he presented a series of documents that he argued raised unanswered questions about financial transactions that had been flagged in earlier federal reports.

“Explain this bank receipt,” Lieu said, according to the hearing transcript, pointing to the screen displaying the document. He noted that the routing number had previously appeared in a financial monitoring report compiled by federal investigators.

The room grew quiet as the exchange unfolded. Attorneys seated beside Bondi conferred with her briefly while members of the committee leaned forward to examine the document more closely.

Lieu then introduced a second item into the record: a privilege log from Bondi’s former office listing dozens of documents withheld from disclosure under a classification labeled “Code D.” Congressional staff later noted that such a designation does not appear in standard federal privilege-log protocols.

“What is Code D?” Lieu asked, holding the document so that cameras and lawmakers could view it clearly.

For several seconds, the room remained silent. Bondi glanced toward her counsel but did not immediately respond.

The questioning continued with additional financial records presented by Lieu, including a transaction log that appeared to show multiple payments originating from the same account over an 11-month period. Each payment, according to the document, was just under the $10,000 threshold that typically triggers automatic federal reporting requirements for financial institutions.

Lieu described the pattern as consistent with a practice known as “structuring,” in which transactions are deliberately divided into smaller amounts to avoid reporting rules. Federal law prohibits such actions if they are intended to conceal the movement of funds.

Bondi’s attorney objected to that characterization, arguing that the congressman was making assumptions about the intent behind the transactions. The committee chairman overruled the objection and allowed the questioning to continue.

At that point, another voice entered the exchange. Representative Thomas Massie, who had remained silent for much of the hearing, asked what he described as a straightforward question about the numerical pattern.

“Eighteen payments below $10,000 adding up to exactly $847,000,” Massie said, according to witnesses in the room. “In your experience as a prosecutor, when a financial structure is that precise, what does it suggest about intent?”

Bondi paused before responding that she could not recall the specific details referenced in the documents.

The exchange intensified when Lieu introduced another record prepared by the committee’s forensic accounting team. The document indicated that the account associated with the transactions had been closed within 72 hours of being flagged in a suspicious activity report by a field office of the Federal Bureau of Investigation.

After briefly consulting with her attorney, Bondi declined to answer the question, invoking her Fifth Amendment right against self-incrimination.

The statement prompted an audible reaction from the chamber. Members of the committee spoke over one another momentarily before the chairman restored order and allowed the hearing to proceed.

Invoking the Fifth Amendment in a congressional hearing does not constitute an admission of wrongdoing, legal scholars note. Instead, it reflects a constitutional protection that allows witnesses to avoid answering questions that might expose them to criminal liability.

Still, the moment underscored the tensions surrounding the broader inquiry into financial networks connected to Epstein and individuals who may have interacted with him or entities linked to his operations.

For lawmakers on both sides of the aisle, the hearing highlighted the continuing complexity of tracing financial transactions tied to Epstein-related investigations, many of which involve shell companies, international banking arrangements and records that span years.

Whether the documents presented by Lieu ultimately lead to further investigation remains unclear. Congressional committees frequently refer such matters to federal prosecutors or regulatory agencies for review.

But for several minutes inside the hearing room, the focus was unmistakable: a routing number, a sequence of transactions and an unanswered question about what, if anything, they reveal about the financial networks that investigators continue to examine.

As the hearing adjourned, members left the chamber with more questions than answers — and with documents now formally entered into the congressional record that are likely to be scrutinized closely in the weeks ahead.
