A Former Federal Agent’s Account Raises New Questions About an ICE Shooting

A fatal shooting involving federal immigration agents has intensified scrutiny of the Trump administration’s immigration enforcement tactics, after a former senior federal agent publicly challenged the government’s account of what happened.

At the center of the controversy is the death of Renee Good, a 37-year-old driver who was shot during an encounter with federal agents. “As officers, we are responsible for every single round that leaves our weapon,” Mr. Balier said in an interview. “If someone is fleeing, that alone is not justification for the use of deadly force.”

Under Department of Homeland Security policy, the discharge of a firearm at a moving vehicle is tightly restricted. Deadly force may not be used solely to stop a fleeing vehicle, and officers are trained to avoid positioning themselves in front of moving cars unless absolutely necessary.

Mr. Balier emphasized that point. “You should not intentionally place yourself in front of an occupied, running vehicle unless there is no other option,” he said. “Especially not while holding a phone in one hand and a firearm in the other.”

He added that, based on the available footage, the tires of Ms. Good’s car appear angled away from the agent, raising doubts about whether the vehicle was moving toward him at the moment shots were fired.

Beyond the immediate question of self-defense, the former agent raised concerns about escalation. He described the agents’ approach to the vehicle as “aggressive from the outset” and suggested that alternative tactics could have reduced risk to everyone involved.
