A fatal shooting involving federal immigration agents has intensified scrutiny of the Trump administration’s immigration enforcement tactics, after a former senior federal agent publicly challenged the government’s account of what happened.

“As officers, we are responsible for every single round that leaves our weapon,” Mr. Balier said in an interview. “If someone is fleeing, that alone is not justification for the use of deadly force.”

According to statements from federal authorities, the ICE agent fired his weapon because he believed Ms. Good was attempting to run him over with her vehicle. The administration characterized the vehicle as a “weapon” and said the agent acted to protect his own life.

But video footage from multiple angles has complicated that narrative.

In one clip, Ms. Good’s car appears stopped while other vehicles pass around it. Agents then approach on foot. Another angle shows an agent stepping in front of the vehicle while holding a phone, apparently recording or photographing the driver. The agent then draws his firearm and fires three shots in rapid succession.

Under Department of Homeland Security policy, the discharge of a firearm at a moving vehicle is tightly restricted. Deadly force may not be used solely to stop a fleeing vehicle, and officers are trained to avoid positioning themselves in front of moving cars unless absolutely necessary.

Mr. Balier emphasized that point. “You should not intentionally place yourself in front of an occupied, running vehicle unless there is no other option,” he said. “Especially not while holding a phone in one hand and a firearm in the other.”

He added that, based on the available footage, the tires of Ms. Good’s car appear angled away from the agent, raising doubts about whether the vehicle was moving toward him at the moment shots were fired.

A Question of Escalation

Beyond the immediate question of self-defense, the former agent raised concerns about escalation. He described the agents’ approach to the vehicle as “aggressive from the outset” and suggested that alternative tactics could have reduced risk to everyone involved.

“Law enforcement training emphasizes time, distance and cover,” Mr. Balier said. “If you have another option besides pulling the trigger, you are obligated to consider it.”

He also noted that the gunfire itself may have increased danger to other agents and bystanders nearby. The vehicle accelerated after the shots were fired, veering away, a sequence that experts say underscores how quickly such encounters can spiral out of control.

Federal officials have said there remains a dispute over whether the agent was struck or grazed by the vehicle. An investigation is ongoing.
