‘It Wasn’t a Boycott. They Just Stopped Coming.’ The Quiet Canadian Pullback Shakes U.S. Border Economies.MGM

The once-bustling parking lots at the Fashion Outlets of Niagara Falls, filled with Ontario license plates, now sit eerily empty.

On a brisk Saturday afternoon this month, fewer than a dozen cars dotted the expansive parking area, a stark contrast to the usual crowds.

This wasn’t a protest. This wasn’t a grand boycott, officially announced by any government office. The truth is simpler — Canadians simply stopped crossing the border.

And with that, U.S. border economies faced a massive blow. Within just six weeks, an estimated $2.5 billion in projected spring tourism revenue vanished, as reported by the U.S. Travel Association.

Hotels in Plattsburgh, Bellingham, and Detroit have dropped to a worrying 31% occupancy rate — a figure usually seen only during the depths of a winter recession. Restaurants that relied on the steady flow of Canadian visitors for their evening rush are shuttering.

In Erie, Pennsylvania, the Sheraton Bayfront laid off 114 workers last Friday, while three diners in Great Falls, Montana, have closed their doors.

“It’s as if someone flipped a switch,” says Bethany Crowe, the owner of a gift shop in Port Huron, Michigan. The quiet across the northern border has spread like wildfire, and the financial fallout is undeniable.

At the Ambassador Bridge connecting Windsor, Ontario, to Detroit, traffic has plummeted by 47% in March compared to the previous year, according to U.S. Customs and Border Protection. And the numbers are still falling.

The catalyst behind this sudden collapse has created a political storm. Former president Donald Trump, who has been privately fuming at his Mar-a-Lago estate, demanded an explanation for why Canada “turned its back” on its closest ally.

At first, Trump dismissed the shift as a “statistical glitch.” But when shown data showing empty hotels and shuttered businesses, he reportedly asked, “Are they doing this to hurt me personally?”

Canada’s response was swift and blunt — and it came not from an anonymous trade office but from Prime Minister Mark Carney himself. During a housing announcement in Edmonton, Carney delivered a comment that resonated widely.

“Canadians travel where they feel welcomed and respected,” he said. “This is not a political decision. It’s a human one.”

No threats. No retaliatory tariffs. Just a quiet, undeniable consequence.

Ontario Premier Doug Ford wasted no time in echoing Carney’s message, albeit with his signature bluntness. “You can’t insult our country, our healthcare, our prime minister, and then expect us to show up for brunch,” Ford said during a press conference in Toronto.

While Ford didn’t explicitly call for an official boycott, he did launch a $6 million campaign promoting Ontario as a welcoming destination. The campaign featured smiling families canoeing through Algonquin Park with the tagline: “Welcome home.”

The shift in Canadian sentiment goes deeper than just politics. According to focus groups conducted by Nanos Research, 68% of Canadians now associate a trip to the U.S. with feelings of “anxiety” and “unpredictability,” a sharp rise from just 12% two years ago.

“It’s the cumulative weight,” says Fen Hampson, a professor of international affairs at Carleton University. “The tariff threats, the talk of annexation, the constant denigration. The vacation dollar became a vote for dignity.”

The Trump administration has struggled to respond. Commerce Secretary Howard Lutnick floated the idea of a “spring discount initiative” for Canadian visitors, but it was quickly ridiculed by border-state mayors. “We don’t need coupons. We need respect,” said Mayor Mike Morley of Niagara Falls, New York.

Trump’s response on Truth Social didn’t help matters. He lashed out, blaming “Radical Liberal Carney” and “Fat Ford” for “destroying beautiful friendships,” a post that garnered 2 million views. But it didn’t bring back a single Canadian tourist.

As the trend continues, economists are warning of a cascading effect. If these numbers hold through the summer, northern border states could lose as much as $11 billion in tourism revenue, leading to small-business bankruptcies and municipal budget crises.

For Canadians, the reasoning behind the change is clear. “We used to go to Buffalo for shopping and wings,” said Sarah Lemoine, a nurse from London, Ontario, while shopping at a mall in Windsor. “Now I look at the bridge and wonder, why cross it?”

As she walked toward a Canadian Tire store, the once-bustling duty-free shop across the river stood empty. No lines. No laughter. No money exchanged. Just the quiet hum of a border closing without any official directive.

The ripple effect from this Canadian pullback isn’t just financial; it’s emotional. A sense of betrayal has settled in among many Canadians, and it is clear that the consequences, though quiet, are devastating to U.S. border towns dependent on tourism.

Without a significant shift in U.S.-Canada relations, these losses are likely to continue — quietly and steadily.
