When Donald Trump withdrew an invitation to Canadian Prime Minister Mark Carney from what the White House described as a new American-led “Board of Peace,” the move was meant to look decisive. Instead, it landed as something else entirely: reactive, personal, and strangely small.

The decision came days after Mr. Carney’s widely watched address at the World Economic Forum in Davos, where he emerged as one of the clearest voices pushing back against economic coercion by major powers — including the United States. Mr. Trump’s response was not a policy announcement, not a strategic counterproposal, but a withdrawal of an invitation that Mr. Carney had never formally accepted.

Mr. Carney did not respond at all.

That silence, diplomats and analysts say, carried more weight than any press conference.

From Invitation to Retaliation

According to officials familiar with the matter, the idea of a “Board of Peace” had circulated in Washington before Davos as part of Mr. Trump’s effort to position himself as the central broker of post-conflict reconstruction and global stability. But in Ottawa, the response was notably calm. Cabinet ministers defended the China policy as pragmatic and consistent with what other G7 nations are doing, pointing out that the agreement helped persuade Beijing to drop tariffs on Canadian canola — a significant win for Canadian farmers.

“We’re not doing anything unusual,” Canada’s finance minister said in remarks afterward. “Every G7 partner has found a strategic path forward with China, eyes wide open.”

The End of Automatic Deference

For decades, American pressure worked because Canada had few alternatives. The U.S. market was the market. That era is slowly ending.

Canada has diversified trade relationships, invested heavily in strategic sectors such as artificial intelligence, critical minerals, and defense, and expanded economic ties beyond North America. These moves have not severed the U.S. relationship — but they have diluted Washington’s ability to apply choke-point pressure.

That is what appears to unsettle the Trump administration.

“Leverage only works when the other side has no options,” said a Canadian trade analyst. “Canada now has options.”

Silence as Strategy

Perhaps the most telling moment came after the invitation was withdrawn. Mr. Trump appeared to expect a reaction — outrage, protest, indignation. None came.
