The great hall of the Library of Congress was chosen for its symbolism: marble authority, intellectual gravity, the suggestion that American democracy—however strained—still aspired to reason. The event was billed as a bipartisan summit on the future of democratic norms, an exercise in dialogue rather than dominance.
