Vance during private meetings with donors earlier this year. The audio, nearly ten minutes in total, captures a version of Mr. Cruz that contrasts starkly with his public posture: a traditional free-trade Republican alarmed by the economic and political consequences of Trump-style protectionism and increasingly skeptical of the party’s post-Trump leadership class.

The recordings, made in early and mid-2025 and provided to Axios by a Republican source, offer a rare and unfiltered glimpse into how one of the party’s most ambitious figures is positioning himself as the GOP quietly begins to look beyond Trump — even as it remains publicly tethered to him.

A Long Memory, Briefly Recalled

For many political observers, the revelations revive memories of a very different Ted Cruz. During the 2016 Republican primary, Mr. Cruz delivered some of the harshest critiques of Mr. Trump ever uttered by a major GOP figure. He called Trump a “pathological liar,” a “narcissist,” and an “amoral” bully, accusing him of exploiting voter anger while lacking any genuine commitment to conservative principles.

That confrontation followed Trump’s attacks on Mr. Cruz’s wife, Heidi Cruz, and insinuations about Mr. Cruz’s father in connection with the assassination of President John F. Kennedy — episodes that once seemed irreconcilable with the political alliance that later emerged.

Yet after Trump secured the nomination, and later the presidency, Mr. Cruz recalibrated. He endorsed Trump, defended him during both impeachment trials, and emerged as a reliable Senate ally during Trump’s second term. To critics, the transformation cemented Mr. Cruz’s reputation as a political pragmatist — or, less charitably, a shape-shifter.

The newly leaked audio suggests that the earlier Cruz may never have entirely disappeared.

Tariffs, Tempers, and a Midnight Call

The call, Mr. Cruz says, “did not go well.”

He describes Mr. Trump as angry, yelling, and cursing — a president unmoved by warnings that tariffs could depress retirement accounts and raise grocery prices. Cruz recalls telling Trump that if, by November 2026, Americans’ 401(k)s were down 30 percent and supermarket prices were up 10 to 20 percent, Republicans would face an electoral “bloodbath,” losing both chambers of Congress and subjecting the White House to relentless investigations.

Such blunt language stands in sharp contrast to Cruz’s public defenses of Trump’s trade policies, which he has often framed as necessary leverage against China and unfair global competition.

Equally striking is Mr. Cruz’s dismissive tone toward Vice President J.D. Vance, widely viewed as a leading contender for the Republican nomination in 2028. In the recordings, Cruz reportedly ridicules Vance’s foreign policy instincts and positions himself as a more serious, intervention-minded alternative — signaling an ideological fault line between traditional Republican hawks and the party’s newer, populist-nationalist wing.

Political strategists note that this positioning aligns with a broader effort by Cruz to quietly court donors uneasy with Trump-era economics but unwilling to openly challenge the former president’s dominance over the party base.
