European leaders, diplomats and defense officials gathered in Bavaria delivered a series of unusually candid remarks that reflected mounting anxiety about the durability of American global leadership, particularly in light of shifting signals from Donald Trump and figures aligned with his foreign policy worldview.

Though the conference stopped short of open rupture, the tone marked a departure from past years. Instead of quiet reassurance about trans-Atlantic unity, speakers openly discussed contingency planning — from deeper European defense coordination to potential nuclear deterrence cooperation — should U.S. commitments become less predictable.

“Alliances Matter,” Europe Says

Among the clearest voices was Kaja Kallas, who argued in a widely noted address that alliances remain the West’s greatest strategic asset.

“We are strongest when we stand together,” Ms. Kallas said, emphasizing that European soldiers have fought alongside American forces for decades — from Afghanistan to the Balkans.
