Instead, the streets echoed with car horns, drums, amplified chants, and shouting that bounced off glass and concrete, transforming the city center into a deliberately disruptive space of protest. This time, demonstrators did not gather outside City Hall or a police precinct, but instead targeted luxury hotels where they believed agents from U.S. Immigration and Customs Enforcement (ICE) were staying.

The two most frequently named locations were the Canopy by Hilton and the Renaissance Minneapolis Hotel, both in the downtown core. Videos that spread rapidly across social media showed crowds assembling outside the hotels, chanting slogans, repeatedly honking car horns, and shining flashlights up toward upper-floor windows — a form of so-called “noise protest” that has become a familiar tactic in contemporary activist movements.

A Familiar Tactic in a Heightened Moment

Sleep-disruption protests have appeared before in anti-war demonstrations, Occupy Wall Street, and past anti-ICE actions in cities such as Portland and New York. In Minneapolis, however, the tactic carried particular intensity, fueled by public anger following the death of a civilian in a recent incident involving federal agents, according to local activists.

On TikTok and X (formerly Twitter), widely shared clips framed the protest as an attempt to deny “comfort and peace” to those protesters accuse of instilling fear in immigrant communities. One video, viewed hundreds of thousands of times, captured demonstrators chanting, “No rest for the oppressors,” a phrase repeated throughout the night.

The Contested Role of Minneapolis Police

One of the most debated elements of the protest was the visible presence of Minneapolis police officers. Multiple videos showed police vehicles lining streets along the protest route, at times activating sirens and lights.

Conservative commentators online accused the police department of enabling disorder or failing to intervene. Other footage, posted by independent journalists and participants, suggested officers largely monitored the situation, directed traffic, and did not attempt to disperse the crowd. To many protesters, the brief use of sirens appeared to function as a safety measure rather than an effort to suppress the demonstration.

The Minneapolis Police Department declined to comment on specific actions, issuing only a brief statement saying officers were present “to ensure public safety and minimize the risk of conflict.”

A Rarely Blunt Message From the Mayor

As tensions escalated, Mayor Jacob Frey of Minneapolis delivered remarks that quickly circulated across YouTube and Instagram. In an unusually direct statement for a big-city mayor, Frey sharply criticized ICE, arguing that its presence was increasing instability rather than improving public safety.

“People in Minneapolis are being hurt,” Frey said. “Families are being torn apart. Long-term residents — people who have contributed to this city — are living in fear. And now someone is dead. That cannot be ignored.”

Activist groups seized on the remarks as a rare instance of clear political alignment from city leadership, though the mayor’s office later emphasized that Frey was not encouraging violence or property destruction.

The Online Battle

If downtown streets formed one front of the conflict, social media became another — and arguably the more volatile one. Within hours, thousands of posts reflecting sharply divided interpretations of the protest flooded major platforms.

Progressive activists, labor organizers, and immigrant-rights supporters praised the demonstrations as a powerful expression of community solidarity. Some compared the atmosphere to European soccer celebrations, where noise and mass participation are viewed as collective political expression.

On the opposite side, pro-Trump accounts characterized the protests as “staged,” “paid for,” or part of a coordinated political operation. Some called for the use of the Insurrection Act, while others framed the events as evidence of left-wing chaos.

Media analysts noted that such claims follow a familiar pattern in contemporary American politics: dismissing grassroots outrage by portraying it as manufactured or secretly funded.

A Thin Line Between Protest and Escalation

Even among supporters, disagreements emerged. Some argued that noise protests were insufficient, while others warned that escalation could hand authorities justification for harsher crackdowns.

Scholars who study social movements describe this moment as a recurring dilemma in sustained protest campaigns: moral outrage colliding with strategic calculation. How much disruption is enough to create pressure without alienating broader public support?

A City Still on Edge

By early morning, the crowds dispersed. The hotels returned to outward calm, but Minneapolis did not. Online calls for continued demonstrations persisted, while federal officials offered no public response to demands that ICE leave the city.

What remains clear is that in an era where politics, social media, and street protest are tightly intertwined, even a luxury hotel can become a symbol of national conflict — a place where sleep is deliberately disrupted to signal that, for many Americans, the debate over state power, immigration enforcement, and human rights is far from settled.
