Rather than signaling collapse in Caracas, the arrest triggered defiance. Venezuelan officials loyal to Maduro rejected U.S. authority outright. Governors across the country refused to surrender control of oil infrastructure. And in the streets of American cities, protests erupted against what demonstrators described as a reckless act of regime change masquerading as security policy.

A Mission Without Consent

From the outset, the operation raised a fundamental problem: legitimacy. U.S. officials spoke openly about “running” Venezuela for an undefined period to secure its oil reserves, but polling released within hours showed a majority of Americans opposed such an occupation. Support was concentrated almost entirely within Trump’s political base, with independents and Democrats overwhelmingly rejecting the idea.

Inside Venezuela, resistance hardened. Acting officials aligned with Maduro insisted the country would not accept U.S. control, calling the operation an illegal occupation. Even opposition figures—many long critical of Maduro—stopped short of endorsing Washington’s move. The assumption that Venezuelans would welcome American administration of their country appeared badly misjudged.

The result was an unusual isolation: Washington acting alone on the ground while allies focused on diplomacy and restraint.

That gap widened when Trump publicly dismissed María Corina Machado, the internationally recognized opposition figure many expected to play a central role in any transition. Calling her “a nice lady” who lacked the respect to govern, Trump suggested he—not a Venezuelan leader—should oversee the country’s future. The remark stunned European and Latin American diplomats who had invested years backing Machado as a democratic alternative.

A Doctrine Takes Shape

As the fallout mounted, the White House doubled down rhetorically. Trump reposted a graphic labeling his vision the “Donroe Doctrine,” depicting the United States asserting dominance over North, Central, and South America. In speeches and social media posts, he described the Western Hemisphere as America’s rightful sphere of control, while suggesting Russia and China should dominate Europe and Asia respectively.

Foreign policy experts warned the language echoed 19th-century imperial thinking, not modern international law. “This isn’t containment or deterrence,” said one former U.S. diplomat. “It’s a claim of ownership.”

Compounding concerns were Trump’s near-simultaneous threats toward other nations. In a series of overnight posts, he warned Nigeria, Mexico, Colombia, and Cuba of potential U.S. action, citing oil, minerals, or alleged security threats. Analysts noted that both Venezuela and Nigeria hold massive energy and rare-earth resources critical to global supply chains.

Trump revived long-debunked claims that the CIA overturned the 2020 election, reposting content alleging millions of votes were deleted. He also circulated videos accusing Minnesota Gov. Tim Walz of orchestrating the assassination of a state lawmaker—an allegation unsupported by evidence and condemned across the political spectrum.

The timing raised eyebrows. On the same day, the Justice Department missed a statutory deadline to report on its handling of documents related to Jeffrey Epstein, including explanations for delayed releases and redactions required under federal law. Critics accused the administration of manufacturing foreign crises to divert attention from domestic accountability failures.

“This has all the hallmarks of a classic distraction,” said Rep. Eric Swalwell, who emerged as one of the most vocal critics. “He couldn’t run a casino, and now he thinks he can run a country of 28 million people.”

Protests and Pushback

By nightfall, demonstrations filled streets in New York, Chicago, and other major cities. An Uncertain Endgame

What remains unclear is how the administration intends to govern a nation that has not consented to be governed. Maduro’s detention has not dismantled the Venezuelan state. Military and regional leaders remain in place. Oil facilities are not under U.S. control. And international partners show little appetite for legitimizing an American occupation.

Instead, Washington faces growing isolation, domestic unrest, and legal scrutiny—all while escalating rhetoric risks pulling the United States into broader confrontation. Intelligence officials privately warn that the strategy assumes compliance where none exists.

In the end, the question is not whether the United States could intervene. It is whether it can impose order, legitimacy, and stability without allies, consent, or a clear exit plan. Early signs suggest the answer is no.

As one senior analyst put it, “Power isn’t just the ability to act. It’s the ability to shape outcomes. And right now, outcomes are slipping away.”
