Within 24 hours, Canadaâs prime minister, Mark Carney, rejected that premise â not in a carefully hedged diplomatic communiquĂ©, but in blunt, public language that signaled a deliberate shift in tone.
âCanada does not live because of the United States,â Mr. Carney said at a cabinet retreat in Quebec City. âCanada thrives because we are Canadian.â
