Canada’s Gamble Pays Off as Trump’s Trade Strategy Unravels

In a striking reversal of global trade dynamics, a series of agreements once heralded as a cornerstone of Donald Trump’s economic strategy are now beginning to fracture. What was presented as a show of American leverage—binding allies and partners into sweeping concessions under the threat of tariffs—has, within the span of days, revealed signs of instability that reach across multiple continents.

Over the past year, the United States pursued bilateral and multilateral trade arrangements with a range of major economies, including Japan, South Korea, India, and the European Union. These agreements were negotiated under the looming possibility of steep tariffs, in some cases reaching nearly 50 percent. For many governments, the calculus was straightforward: concede market access and regulatory flexibility or risk severe economic disruption.

For a time, the strategy appeared effective. Countries signed on, offering terms that would have been politically difficult under normal circumstances. Yet this week, that consensus began to crack.

Malaysia became the first to openly declare its agreement “null and void,” a phrase that quickly reverberated among trade ministries worldwide. Officials there argued that the terms they had accepted no longer aligned with the realities of U.S. policy, particularly as tariff structures shifted. More notably, they pointed out that their economic position had worsened despite compliance—paying higher effective rates than countries that had declined to sign.

India soon followed with a pause on a proposed $500 billion framework, signaling not only economic hesitation but legal uncertainty. European officials, too, indicated that key mechanisms underpinning their agreement were no longer viable, citing a rapidly changing policy environment in Washington.

At the center of this shift lies a growing question about legal authority. A ruling by the Supreme Court of the United States has cast doubt on the administration’s ability to impose certain tariffs unilaterally. The implications are significant. Trade agreements, particularly those involving structural concessions, rely heavily on predictability. When the legal foundation appears unstable, the agreements themselves become vulnerable—not only politically but economically.

Under the leadership of Mark Carney, the country declined to enter into similar arrangements, a decision that at the time drew criticism from both domestic and international observers. Rather than negotiating under pressure, Canada pursued alternative partnerships, expanding trade relationships across Asia and Europe.

That strategy is now being reassessed. While Canada is not insulated from global trade tensions—its steel and aluminum sectors remain exposed to tariffs—it has avoided the need to unwind concessions or renegotiate terms under less favorable conditions. Its recent agreements, officials say, were built without the constraints that shaped earlier U.S.-led deals.

The contrast highlights a broader lesson about leverage and timing. Countries that entered negotiations under immediate pressure may now find themselves revisiting commitments made in haste. Those that held back, despite short-term risks, have retained greater flexibility.

Still, the situation remains fluid. The United States continues to exert considerable influence over global markets, and the long-term trajectory of its trade policy is far from settled. For many nations, the current moment is less about definitive realignment than cautious recalibration.

What is clear is that the coherence of a once-unified strategy has been disrupted. The rapid succession of pauses, withdrawals, and legal challenges suggests a system under strain, rather than one consolidating power.

For Canada, the outcome may be interpreted as a validation of restraint. For others, it is a reminder of the risks inherent in asymmetrical negotiations—particularly when the rules themselves are subject to change.

As global trade enters this period of reassessment, the emphasis may shift from speed to stability, from immediate gains to long-term credibility. In that sense, the unraveling of these agreements is not merely a policy setback. It is a signal that in an interconnected economy, durability can matter as much as dominance.
