Crisis Rekindled as Canada Rejects White House Terms After Congress Overrides ŤRUMP Veto

WASHINGTON — A political and economic standoff between the United States and Canada reignited Wednesday afternoon after Prime Minister Mark Carney rejected new implementation terms issued by the White House following Congress’s dramatic override of President ŤRUMP’s veto earlier in the day.

In a rare bipartisan rebuke, Congress voted to override the president and compel the United States to accept five demands that Canada had set as conditions for restoring energy exports and lifting emergency economic measures imposed during the dispute.

“This is not acceptable,” Mr. Carney said during a brief emergency news conference in Ottawa. In a statement lasting just over two minutes, the prime minister argued that the White House document attempted to reinterpret legislation that Congress had already made explicit.

“Immediate means today, not six months from now,” Mr. Carney said. “Legally binding means without conditions. Compensation means payment in full.”

The disagreement centers on how the United States should comply with the five conditions demanded by Canada and accepted by Congress. The legislation required the immediate removal of tariffs on Canadian goods, a binding commitment to maintain joint defense and intelligence arrangements, a formal retraction of any suggestion that Canadian provinces could join the United States, payment of $14.7 billion in economic damages, and recognition of Canada’s full control over its natural resources.

The White House document, however, proposed a six-month phaseout of tariffs instead of immediate elimination. It also said that defense commitments would be subject to periodic review and that recognition of Canadian resource sovereignty could be reconsidered if American national security interests were affected.

The plan further suggested that the compensation payment could be reduced through offsets related to damages the United States might claim from Canadian retaliatory measures during the dispute.

Canadian officials interpreted those provisions as a direct contradiction of the legislation Congress had just passed.

In response, Mr. Carney announced that Canada would immediately reinstate emergency economic measures that had been suspended earlier in the day when the congressional override first appeared to resolve the crisis.

Energy exports to the United States will remain halted until the American government implements the law “fully and without conditions,” he said. Canadian authorities will also maintain a freeze on hundreds of billions of dollars in U.S. assets and continue currency measures introduced during the dispute.
