A growing movement across Europe and Canada aims to reduce dependence on American-controlled payment networks. What once appeared to be an economic discussion has increasingly evolved into a geopolitical debate about sovereignty, national security, and financial independence.

The issue extends far beyond credit cards. Whoever controls payment infrastructure possesses significant influence over the movement of money, businesses, and even governments. In an era defined by sanctions and international disputes, payment systems have become instruments of strategic power.

Recent global events accelerated these concerns. When Visa and Mastercard suspended operations in Russia in 2022, policymakers around the world observed how quickly access to international payment networks could disappear under geopolitical pressure.

For many European officials, the lesson was clear. Essential financial infrastructure should not depend entirely on organizations headquartered outside Europe. Economic resilience now includes payment resilience.

Canada is reaching similar conclusions. Although closely integrated with the United States economically, Canadian policymakers have increasingly discussed the importance of maintaining greater control over domestic financial infrastructure.

The objective is not necessarily to eliminate Visa or Mastercard overnight. Instead, policymakers seek alternatives that reduce concentration risk and provide consumers with additional choices.

Canada is pursuing its own modernization through the development of the Real-Time Rail payment system. The project aims to facilitate near-instant bank-to-bank transfers without relying on traditional international card processing networks.

Instant payment capability has become increasingly important in the digital economy. Consumers expect transactions to occur immediately, while businesses benefit from faster settlement and improved cash flow.

Advocates argue that domestic payment infrastructure can enhance financial security while encouraging innovation among Canadian financial institutions and technology companies.

The debate also reflects broader concerns regarding digital sovereignty. Just as countries invest in domestic telecommunications and cybersecurity capabilities, many now consider payment infrastructure to be part of national strategic assets.

Critics, however, caution against expectations of rapid transformation. Visa and Mastercard have spent decades building extensive acceptance networks involving banks, merchants, regulators, and consumers worldwide.
